911 Dispatcher Might Been Have Distracted Because She Was Streaming Netflix

Imagine being shot through your back windshield- you call 911- then you wait 16 minutes... No cops show up. Then imagine calling again and once again it's getting you nowhere. So you have to call back 4 minutes later and say- I'm gonna just go to the Police Station. Unfortunately it's all because a dispatcher may have been watching Netflix- or she just sucks at her job!
