Balzac v. Porto Rico, 258 U.S. 298 in the year of 1922, it was a case in which the Supreme Court of the United States held that certain provisions of the U.S. Constitution did not apply to territories not incorporated into the union.
So in reality, is a Puerto Rican in Puerto Rico truly a citizen? While they are not given all the rights of an American Citizen?
Their Constitution has many great Bills Of Rights themselves- but it doesn't give them all the rights of an American Citizen in the Union.
