Whether it is having secret documents on Private servers, Raping underage and sexually assaulting co-workers and minors, and having an illegal and minor prostituting sex island; the people in power with money and authority. Whether with ties to lobbyists or even the government themselves, they never see problems until it comes to light and stays there.
While some meet recourse in time with punishment; some manage to drift away with no punishment. Like right now Hillary Clinton is met with no trials on her misdeeds. As "we the people" would meet prison cells and prosecution.
Then you have Weinstein and Jeffrey Epstein who were able for years; to target even underage girls and sexually assault and rape many women with no recourse or problems until light was shined completely. With even politicians and news media around them constantly seeing the behavior.
